CALL FOR TENDER – Multi-Sport Center Development

Project Title: Development of a Multi-Sport Center at Plot 8 Water Corporation Drive, Oniru, Lagos State

Closing Date and Time for Submission: 29 August 2025, at 4:00 PM WAT.

1.0 – Introduction and Project Overview

TotalEnergies EP Nigeria Staff Multipurpose Cooperative Society Limited (The COOP) invites tenders from eligible, reputable, and experienced civil engineering and construction firms for the turnkey development of a modern multi-sport center located at Plot 8 Water Corporation Drive, Oniru, Lagos State Lagos State, Nigeria.

The center will cater to several sports, including football, basketball, volleyball, lawn tennis, Padel and pétanque, built to recognized international standards.
The successful bidder will be responsible for all aspects of the project, from site preparation and civil works to the final installation of playing surfaces, equipment, and ancillary facilities as detailed in this document.

2.0 – Scope of Work

The scope of work includes, but is not limited to, the following:

• Site Survey and Preparation: Detailed topographical survey, site clearing, and grading.

• Architectural Design and Master Planning: Development of a comprehensive architectural design and master plan for the entire sports center. The design shall be based on the provided land survey plan (kindly refer to the link below Site A Sports) and must logically site all sports facilities (kindly refer to the link below for a layout guide for illustration purposes), landscaping to ensure optimal land use, efficient pedestrian flow, accessibility, and an aesthetically pleasing environment.

• Civil Works: Construction of all foundations, sub-bases for the courts and pitches.

• Playing Court/Pitch Construction: Construction and surfacing of all sports facilities as per the technical specifications in Section 3.0.

• Ancillary Infrastructure:
o Installation of perimeter fencing for the individual courts.
o Installation of sports lighting systems for evening use.
o Construction of concrete or paved pathways connecting all facilities.
o Landscaping and greening of surrounding areas.

• Equipment Supply and Installation: Provision and installation of all necessary sports equipment (goalposts, nets, hoops, etc.).

3.0 – Detailed Technical Requirements

All works must comply with the relevant standards

3.1 General Site Requirements

• Drainage: A drainage system to prevent waterlogging.
• Lighting: All courts intended for evening use shall be equipped with LED floodlighting systems
• Fencing: Court Fencing for individual sport areas.

3.2 Standard 7-A-Side Football Pitch (1 Unit)

• Dimensions: Playing field dimensions of 54.86m×36.5m.
• Playing Surface: Artificial grass (green) on compacted sand bedding; seam tapes, turf glue and lining material
• Sub-base: A multi-layer system is required
• Finishing: Marking of soccer turf with white lines and installation with seam tapes. Installation of Size 3.66m x 1.83m soccer goal post, complete with a 2.5mm net, ‘U’ peg anchors, net retaining clips and carry bag with zip and corner flags

3.3 Basketball Court (1 Unit)

• Dimensions: Playing court dimensions of 28m×15m with a minimum 2.0 meters run-off area on all sides.
• Surface: Reinforced concrete slab with a multi-layer acrylic surface system. The system must include a minimum of 2 cushion coats, 2 color coats, and line marking. The surface must provide adequate shock absorption and a uniform ball bounce.
• Markings: All lines shall be marked as per standards in a contrasting color.

3.4 Volleyball Court (1 Unit)

• Dimensions: Playing court dimensions of 18m×9m with a minimum 3.0 meters free zone on all sides
• Surface: Same specification as the basketball court (reinforced concrete slab with a multi-layer acrylic surface system).
• Net System: Two (2) heavy-duty, adjustable-height steel or aluminum posts installed in ground sleeves. A high-quality, tensioned competition net must be provided.

3.5 Lawn Tennis Courts (2 Units)

• Dimensions: Playing court dimensions of 23.77m×10.97m (for doubles). Total area including run-offs shall be 36.57m×18.29m.
• Surface: Reinforced concrete slab with an acrylic surface system. System must include cushion coats, color coats, and line marking.
• Net System: Two (2) sets of tennis posts (76mm square, steel) with internal brass winder mechanism and a high-quality braided net with a center strap.

3.6 Pétanque Courts / Boulodrome (2 Units)

• Dimensions: Each court to be 15m×4m.
• Construction:
1. Excavation to a depth of 300 mm.
2. Boundary: Treated wood beams or pre-cast concrete curbs.
3. Sub-base: 200 mm layer of compacted hardcore/crushed rock.
4. Middle Layer: 80 mm layer of finer gravel/stone (5−10 mm).
5. Top Surface: 20 mm layer of compacted stone dust or very fine gravel (0−5 mm).
• Drainage: The court must have a slight slope (1%) to ensure surface runoff.

3.7 Padel Court (1 unit)*

• Dimensions: Playing court dimensions of 20m×10m with perimeter of 0.5m
• Surface: Padel turf and artificial turf infill

4.0 Bidder Qualifications and Submission Requirements

All Tenderers shall visit the site to obtain any relevant information that will facilitate proper completion of the tender documents.

4.1 Technical Proposal

1. Company Profile: Including company history, management structure, and contact details.
2. Legal Registration: Certificate of Incorporation from the Corporate Affairs Commission (CAC).
3. Tax Compliance: Valid Tax Clearance Certificate for the last three years.
4. Past Experience: Verifiable evidence of successfully completed projects. Provide project titles, client names, contract values, and completion certificates.
5. Technical Capacity: List of key personnel (Project Manager, Civil Engineer) with their CVs and professional qualifications, detail of human resource for the project. List of relevant construction equipment owned or on long-term lease.
6. Project Execution Plan: A detailed work plan, method statement, and project schedule.
7. Preliminary Architectural Design Concept: Bidders must submit a preliminary design concept based on the official survey plan of the land area, which will be provided to all interested tenderers. A layout guide for illustration only will be provided. The submission must include, at a minimum:
• A detailed Site Master Plan (layout)
• A 3D visualizations or renderings showing the overall look and feel of the proposed complex.
8. HSE Plan: A comprehensive Health, Safety, and Environment plan for the project.

• Right to Reject: TotalEnergies EP Nigeria Staff Multipurpose Cooperative Society Limited reserves the right to accept or reject any tender, and to annul the tendering process and reject all tenders at any time prior to contract award, without thereby incurring any liability to the affected bidders.
