Project Title: Development of a Containerised / Portacabin Hospitality at Plot 8, Water Corporation Drive, Oniru, Lagos State

Closing Date and Time for Submission: 01 May 2026, at 4:00 PM WAT.

1.0 – Introduction and Project Overview

TotalEnergies EP Nigeria Staff Multipurpose Cooperative Society Limited (The COOP) invites tenders from eligible, reputable, and experienced civil engineering and construction firms for the turnkey development of a premium Containerised / Portacabin Hospitality Setup (positioned as a lifestyle/events destination with leisure and recreational features) located at Plot 8 Water Corporation Drive, Oniru, Lagos State, Nigeria.

The proposed scheme is therefore positioned as a two-level modular hospitality structure with strong visual frontage, shaded terrace zones, premium glazing, external deck circulation, feature lighting, and an event-ready finish suitable for food, lounge, and recreation use. The goal is to create a high-traffic social hub that balances aesthetics, durability, and rapid deployment

Based on the available information and the absence of final construction drawings, the recommended approach is a budgetary tender with allowances for design development, fabrication, MEP installation, external works, and furniture/ loose fit-out.

2.0 – DETAILED SCOPE OF WORK (TURNKEY DELIVERY)

The Contractor shall execute a fully integrated, turnkey development of a containerised leisure facility within an approximate 300m² footprint (30m x 10m configuration) with functional requirements including:

  • F&B Unit: Commercial kitchen setup, bar counter, and cold storage.
  • Social area: Climate-controlled indoor seating plus an integrated rooftop or deck area.
  • Reception
  • Tech hub: Integrated Wifi, AV systems for events, and smart lighting

The scope includes, but is not limited to:

2.1 Site Survey & Preparation

  • Detailed topographical and geotechnical survey
  • Site clearing, grading, and compaction
  • Setting out aligned with the approved architectural layout
  • Establishment of temporary facilities (site office, storage, utilities)

2.2 Container Procurement & Structural Integration

  • Supply of High Cube containers (A-grade, structurally sound)
  • Transportation to the site and cranage (including lifting plans)
  • Structural modification including:
    • Openings for doors/windows
    • Removal of side panels for open-plan spaces
    • Reinforcement of structural integrity post-cutting
  • Welding and joining of containers into a unified structure
  • Application of anti-corrosion treatment and protective coatings

2.3 Civil & Foundation Works

  • Excavation and foundation preparation
  • Reinforced concrete pad foundations suitable for container loads
  • Ground slab/deck construction for high-traffic use
  • Drainage system to prevent water accumulation
  • External paving and circulation paths

2.4 Architectural Works & Finishes

  • External cladding (combination of steel, treated timber, or composite panels)
  • Internal partitioning and wall finishes
  • Installation of doors, windows, and glazing systems
  • Roofing extensions, canopies, and shading structures
  • Surface finishes, including flooring, ceilings, and decorative elements

2.5 Mechanical, Electrical & Plumbing (MEP)

  • Complete electrical system including:
    • Distribution boards
    • Internal and external lighting
    • Power outlets for commercial use
  • Installation of HVAC systems (split/inverter units)
  • Plumbing systems, including:
    • Water supply
    • Drainage
    • Sanitary installations
  • Water storage and pumping systems

2.6 Joinery, Fit-Out & Interior Works

  • Fabrication and installation of:
    • Bar counters
    • Shelving systems
    • Custom furniture
  • Seating areas (indoor and outdoor lounge configuration)
  • Decorative lighting and aesthetic enhancements
  • Branding-ready surfaces and feature walls

2.7 Testing, Commissioning & Handover

  • Testing of all MEP systems
  • Structural integrity checks
  • Snagging and defect rectification
  • Final cleaning and preparation for use
  • Handover documentation including:
    • As-built drawings
    • Operation & maintenance manuals

3.0 – DETAILED TECHNICAL SPECIFICATIONS

All works shall comply with relevant Nigerian standards, international best practices, and approved project drawings.

3.1 Container Architecture & Structural Standards

Containers

  • Type: High Cube
  • Condition: Wind & watertight, structurally sound
  • Material: Corten steel

Modifications

  • All structural cuts must include:
    • Reinforced steel framing
    • Load redistribution members
  • Welding must comply with certified fabrication standards
  • All exposed steel must be treated with:
    • Anti-rust primer
    • Industrial-grade protective coating

3.2 Foundations & Civil Works

  • Concrete grade: Minimum C25/30
  • Reinforcement: High-yield steel bars
  • Foundation type: Reinforced pad or strip footing
  • Floor slab:
    • Thickness: Minimum 150mm
    • Reinforced with mesh

3.3 Architectural Finishes (Premium Leisure Standard)

External Finishes

  • Combination of:
    • Powder-coated steel panels
    • Treated hardwood / composite cladding
  • Weather-resistant and UV-stable materials

Internal Finishes

  • Walls: Gypsum board or equivalent with smooth paint finish
  • Paint: Premium emulsion / washable finish

Glazing

  • Aluminium framed systems
  • Tempered or laminated safety glass

3.4 Roofing & Canopies

  • Rainwater discharge is integrated into the drainage system

3.5 Electrical Systems

  • Wiring: Copper cables, PVC insulated
  • Distribution: Central DB with circuit protection
  • Lighting:
    • LED ambient lighting (warm tone for hospitality)
    • Feature lighting for aesthetics
  • External lighting:
    • Weatherproof fittings (IP65 minimum)

3.6 Mechanical (HVAC)

  • Type: Split or inverter air-conditioning units
  • Sizing based on heat load calculation
  • Installation must ensure:
    • Proper airflow distribution
    • Minimal noise impact

3.7 Plumbing & Sanitary

  • Pipes: PPR / PVC high-pressure rated
  • Fixtures:
    • Water closets
    • Wash basins
    • Urinals (where applicable)
  • Water storage:
    • Overhead tank system
  • Waste system connected to a soakaway or treatment unit

3.8 Joinery & Fit-Out

  • Materials:

    • Reinforced structure
    • Moisture-resistant surfaces
  • Furniture:
    • Commercial-grade durability
    • Weather-resistant for outdoor use

3.9 Quality Assurance & Compliance

The Contractor shall:

  • Implement a Quality Control Plan (QCP)
  • Provide material submittals for approval before installation
  • Ensure all works meet:
    • Structural safety requirements
    • Fire safety considerations
    • Accessibility standards

4.0 Bidder Qualifications and Submission Requirements

All Tenderers shall visit the site to obtain any relevant information to facilitate the proper completion of the tender documents.

4.1 Technical Proposal

  1. Company Profile: Including company history, management structure, and contact details.
    2. Legal Registration: Certificate of Incorporation from the Corporate Affairs Commission (CAC).
    3. Tax Compliance: Valid Tax Clearance Certificate for the last three years.
    4. Past Experience: Verifiable evidence of successfully completed projects. Provide project titles, client names, contract values, and completion certificates.
    5. Technical Capacity: List of key personnel (Project Manager, Civil Engineer) with their CVs and professional qualifications, details of human resources for the project. List of relevant construction equipment owned or on long-term lease.
    6. Project Execution Plan: A detailed work plan, method statement, and project schedule.
    7. Preliminary Architectural Design Concept: Bidders must submit a preliminary design concept based on the official survey plan of the land area, which will be provided to all interested tenderers. A layout guide for illustration only will be provided. The submission must include, at a minimum:
    • A detailed Site Master Plan (layout)
    • A 3D visualisation or rendering showing the overall look and feel of the proposed complex.
    8. HSE Plan: A comprehensive Health, Safety, and Environment plan for the project.
